    • Describe the person(s) as accurately as possible: gender, age, height, build, haircut/colour/condition, clothing and headwear, distinguishing features (tattoos, scars, glasses, facial hair etc.).
    • If you know their name or nickname, include it.
    • Note any companions they were with.
  2. What: Describe the suspicious activity or crime.
    • Detail exactly what you observed: actions, items involved, etc.
    • If the activity involves a vehicle, describe the: registration, make, model, colour, distinguishable feature like damage, graphics, roof racks etc.
    • Mention any tools or equipment used.
    • If the activity involves theft, describe the stolen items.
  3. When: Provide the date and time.
    • Specify the exact date and time of the incident.
    • If it’s ongoing or recurring, mention the frequency and times it typically occurs.
  4. Where: State the location.
    • Provide the exact address or as precise a location as possible (landmarks, street names, building descriptions).
    • If it’s a moving situation, describe the direction and route taken.
  5. Why: Explain why it’s suspicious.
    • Clarify what made you think the activity was unusual or suspicious.
    • Mention any contextual details that heighten your suspicion (recent crimes in the area, unusual behaviour, etc.).
  6. How: Detail how the activity was carried out.
    • Describe the methods used in the activity or crime.
    • Include any specific actions or sequences of events that you observed.

Additional Tips for a High-Quality Report

  • Stay Objective: Stick to the facts and avoid assumptions or speculations. Report only what you directly observed.
  • Be Thorough: Don’t leave out details because you think they might be unimportant. Every piece of information can be valuable.
  • Stay Safe: Never put yourself in danger to gather information. If you can observe safely from a distance, do so. Never approach someone(s) directly.
  • Use Photos or Videos: If it’s safe and legal, take photos or videos of the suspicious activity. These can provide invaluable evidence.
